The situation is rapidly increasing in seriousness. I beg that the decision communicated to me
in your telegram of the 14th of August may be reconsidered with this in mind.
There is no hope of the Reds collapsing through internal dissensions unless their opponents are supplied with money. My proposal was directed towards the stimulation of dissension of this kind.
The suggestion that $1,000,000 should be
expended on helping the Moderate parties in Canton has
now been put forward independently and unanimously
by the Unofficial Members of Council.
If the matter were to become public, surely
the open declaration by Canton of a blockade against
the Colony would furnish an adequate reply to a charge that we were meddling in the domestic concerns of
China.
